Fifteen years ago, Guynn Savage and her colleagues heard an initial presentation to build a hospital in Fort Mill. It was her first meeting on the town council. Today, Savage, who is now mayor of Fort Mill, and her 17,500 constituents find themselves in an all-too-familiar place: waiting for the courts and the state to decide when a hospital can be built.
