The legalization of recreational marijuana in California was years in the making and the passage of Proposition 64 set in motion a commercial cannabis industry with a projected market in California of $7.7 billion by 2022. State law does however provide cities and counties with local control to regulate or prohibit commercial cannabis activity within their jurisdictions. A case study on the City of Pasadena’s commercial cannabis program will be presented along with a brief history of marijuana regulations in California and an overview of how the commercial cannabis industry functions.
